Background: Pakistan’s Water Accounting Challenge
Reliable water accounting has long been one of the most persistent challenges facing water management in Pakistan, a country that depends heavily on the Indus River System for irrigation, drinking water, and hydropower generation across a vast and agriculturally intensive geography. For decades, surface water monitoring across much of the Indus system relied on manual measurement techniques and infrequent data collection, limiting the ability of water authorities to track flows accurately, detect discrepancies, or make timely, evidence-based allocation decisions.
This data gap has carried significant consequences. Without accurate, high-frequency flow data, provincial and federal water authorities have faced persistent difficulty in verifying water distribution between provinces, identifying losses or inefficiencies within canal systems, and responding quickly to changing hydrological conditions — issues that have periodically fueled inter-provincial disputes over water sharing along the Indus system.
Recognizing these limitations, Pakistan’s National Water Policy, adopted in 2018, explicitly called for expanded telemetry coverage across the Indus River System as a means of improving the accuracy and reliability of water data nationwide. It was within this policy context that the Indus Telemetry initiative was launched.
Origins and Implementation of the Initiative
The Indus Telemetry initiative began in 2017, led by IWMI in partnership with the Pakistan Council of Research in Water Resources (PCRWR) and provincial irrigation departments. The programme was designed to directly address the shortcomings of Pakistan’s existing water monitoring infrastructure by introducing modern, automated systems capable of generating far more frequent and reliable flow data than traditional manual methods could provide.
The initiative has been implemented across 11 main canals in Khyber Pakhtunkhwa province, where automated flow measurement systems were introduced using standardized sensors alongside supporting data processing and communications technologies. This combination of hardware and digital infrastructure allows the system to continuously capture flow data and transmit it for analysis, replacing the periodic, labor-intensive measurement approaches that had previously been standard practice across much of the province’s canal network.
Generating Near Real-Time Data
A central feature of the Indus Telemetry system is its ability to generate high-frequency, near real-time flow data across the monitored canals. This represents a substantial technical upgrade over conventional monitoring approaches, which typically produced far less frequent and less granular data, limiting the ability of water managers to detect and respond to short-term fluctuations or anomalies in water flow.
According to the report, this improved data stream is designed to strengthen — rather than replace — existing water accounting practices already used by the Indus River System Authority (IRSA) and provincial irrigation authorities.
