Community Participation Holds the Key to India’s Water Future, Experts Say

September 2026 — As groundwater pressures intensify across India, a growing body of evidence suggests that giving local communities a meaningful role in managing water resources could be central to building a more secure and sustainable water future for the country, even as encouraging national-level trends mask persistent regional stress.

Background

India is the largest consumer of groundwater in the world, with the resource serving as the lifeline of the country’s water system. Groundwater supplies over 60% of India’s irrigation needs, more than 80% of drinking water in rural areas, and nearly 50% of urban water supply. In villages, it remains the primary source for drinking and domestic use, while also supporting growing urban demand.

Encouragingly, India’s groundwater balance showed a positive shift between 2017 and 2024. According to Central Ground Water Board assessments, annual recharge increased from about 432 billion cubic metres (BCM) in 2017 to 447 BCM in 2024 — a net gain of nearly 15 BCM over seven years. Over the same period, annual extraction declined from 434 BCM to 392 BCM, a reduction of more than 42 BCM, equivalent to roughly 42 trillion liters of water — enough to meet the domestic water needs of millions of Indians for an entire year. This dual trend of higher recharge and lower extraction is attributed to collaborative efforts between state and central governments.

However, national averages conceal significant regional variation. While India as a whole extracts just over 60% of its available groundwater each year, some regions withdraw nearly 100% of their annual recharge, pushing local aquifers to their limits. This stress is driven by population growth, intensified agriculture, industrial expansion and unsustainable urban development, with agriculture remaining the largest consumer of groundwater, followed by industrial and domestic use.

Government Initiatives

India has introduced several initiatives aimed at conserving water and securing its availability for future generations. The Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin), or VB-G RAM G — India’s flagship rural public employment program, formerly known as MGNREGS — provides wage employment while creating community assets such as water conservation structures, supporting extensive water harvesting and groundwater recharge work nationwide.

Other initiatives include the Jal Shakti Abhiyan (Catch the Rain) campaign and the Jal Sanchay Jal Bhagidari (Community-Driven Water Conservation) program, both promoting community-led water management through rainwater harvesting and awareness drives. The Atal Bhujal Yojana groundwater management scheme focuses on sustainable groundwater management in water-stressed regions with community participation, while Mission Amrit Sarovar seeks to rejuvenate and create water bodies nationwide to reinforce ecological sustainability and community resilience.

Evolution of Water Rights and Policy

Historically, groundwater in India has been treated as a private resource linked to land ownership — an approach that has shaped patterns of access, with particular implications for people without land rights, including women. Earlier reform efforts, such as the Model Groundwater Bills of 1992 and 2005, largely retained this land-based framework and focused on reactive regulation once resources were already under stress, rather than preventive safeguards.

The National Water Policy 2012 marked a significant shift by delinking water rights from land ownership and defining water as a community resource held under public trust. While it does not explicitly establish a constitutional right to water, the policy outlines a hierarchy of use that emphasizes “pre-emptive needs” such as drinking water and sanitation. Groundwater governance across India is shaped by state-specific laws that vary considerably — Maharashtra, for example, has legislation explicitly providing for watershed- and aquifer-based groundwater planning and community participation, while other states have historically relied on narrower regulatory approaches.

Community Institutions in Practice

Formal community institutions such as Water User Associations (WUAs) and Village Water and Sanitation Committees (VWSCs) have been established across India to give communities a role in managing water resources, though their effectiveness depends heavily on local capacity, participation and institutional support.

The Jal Jeevan Mission offers an example of how strengthening local institutions can support service delivery at scale. By 2024, an independent functionality assessment found that 86.5% of sampled rural households had working tap connections, while 76% met the mission’s overall functionality criteria — requiring adequate quantity, prescribed quality and regular supply. The mission places Gram Panchayats and VWSCs/Paani Samitis at the center of planning, implementation, operation and maintenance, supported by capacity building and community participation. In Satna, Madhya Pradesh, village committees with 50% women’s participation helped oversee schemes, with communities inspecting works and Panchayats assuming responsibility for operation and maintenance — resulting in 43,148 households across 90 certified Har Ghar Jal villages gaining functional tap connections.

What’s Needed for Lasting Change

Despite these successes, experts caution that groundwater management cannot succeed by simply transferring responsibility to rural communities. Policies and programs must recognize that villages differ in their social, economic and environmental realities, and that not everyone has equal access to water, land or decision-making power. Building effective community-led groundwater management requires approaches that reflect these local realities, along with sustained investment in community awareness, local leadership, and clear water governance and rights.

Strengthening the Panchayati Raj system — India’s rural local government structure — is seen as key to delivering decentralized technical, financial and administrative support to the last mile. Strengthening the reach of flagship programs like VB-G RAM G and the National Rural Livelihood Mission could create powerful synergies for inclusive community mobilization and local water infrastructure development. Data democratization, transforming complex hydrological information into accessible formats, would further allow communities to make informed, evidence-based decisions about their own resources.

Conclusion

While community participation can serve as the cornerstone of sustainable groundwater management in India, it cannot succeed in isolation. For lasting change on the ground, it must be synced with supportive legal, educational and institutional reforms. Creating a holistic ecosystem — where empowered communities are backed by enabling laws, accessible knowledge and responsive governance — could help secure India’s water future for generations to come, building on the encouraging national trends of recent years while addressing the regional disparities that remain.
