From Stockholm to Abu Dhabi: IWMI Charts Path Toward Unified Global Water Governance

September 2026 — As the world moves toward the 2026 UN Water Conference in Abu Dhabi this December, the International Water Management Institute (IWMI) has outlined key lessons from World Water Week 2026 in Stockholm, arguing that water security depends as much on institutions, data systems and inclusive governance as it does on physical infrastructure.

Background

Water security is often framed primarily as an infrastructure challenge, but infrastructure alone cannot deliver reliable and equitable access to water. It also depends on institutions capable of managing competing demands, data systems that support transparent decisions, and governance processes that include the people most affected by them. This framing shaped discussions at World Water Week 2026, held in Stockholm, Sweden, under the theme “Water for people and progress,” where IWMI shared evidence across 14 sessions on gender-transformative governance, digital water intelligence, groundwater resilience, water multilateralism and the water-energy-food-environment (WEFE) nexus.

The Stockholm discussions are seen as groundwork for the 2026 UN Water Conference, taking place in Abu Dhabi in December, which presents an opportunity to strengthen global water action through clearer accountability, stronger institutions and more effective implementation.

Key Lessons from Stockholm

Pledges without institutions don’t hold. The 2023 UN Water Conference produced hundreds of commitments through its Water Action Agenda, but lacked the institutional mechanisms or monitoring structures needed to track whether they were actually delivered. Sessions on water multilateralism, national water visions — including India’s Water Vision 2047 — and the WEFE nexus made a shared case: the priority for 2026 is not more commitments, but the institutional architecture and accountability needed to make good on commitments already made.

Inclusion is what makes water solutions last. IWMI argued that inclusive leadership is not something added once a water solution works, but often what makes it work in the first place — where design is genuinely gender-transformative, women’s participation in irrigation and water governance decisions measurably increases. IWMI co-convened a three-part seminar series with the IVL Swedish Environmental Research Institute, Water Europe and the Women for Water Partnership tracing how gender equity in water has shifted from a checkbox to a leadership question. Supporting evidence includes programming across southern Africa using tools like GenderUp and Gender Action Learning Systems for Gender Transformative Research (GALS4GTR), the Al Murunah+ initiative centering women in water-scarce communities across Egypt, Jordan, Lebanon and Palestine, and the SoLAR project rethinking solar irrigation business models across six countries in Africa and South Asia to ensure women get equal access.

Digital tools are only as good as their reach. Sessions on Digital Innovations for Water-Secure Africa (DIWASA) and satellite-based water accounting reinforced that tools like the Limpopo Digital Twin — used across Botswana, Mozambique, South Africa and Zimbabwe — the ENSO Outlook, and India’s SukhaRakshak drought advisory chatbot matter only if they reach and empower the people managing water day to day. This points to the need for global water data integration: an interoperable layer connecting fragmented data, institutions and decision systems across scales, particularly as artificial intelligence becomes a more common information source.

The whole hydrological cycle needs recognition, including groundwater and green water. Stockholm’s groundwater sessions — covering data systems in Africa and a global community of practice built with the Environmental Defense Fund and WELL Labs — showed that groundwater is moving from a technical afterthought to a food security and resilience imperative. A separate Future Flows session on green water highlighted the need to strengthen the knowledge base and connect green water flows across scales, underscoring that managing any single part of the water cycle in isolation risks simply shifting pressure elsewhere.

Food security is a water security question. Sessions on the WEFE nexus argued that water, food, energy and ecosystems function as a system only when institutions plan and invest across those lines together. Two tools illustrated this at scale: the Water Availability and Demand (WAD) Tool, co-designed with Kenya’s National Irrigation Authority and the Food and Agriculture Organization (FAO), pairs satellite-based evapotranspiration and biomass data with water accounting to help managers in Kenya — a country that is 85% semi-arid — plan irrigation against real water availability. It has since moved from pilot to an institutionally owned tool embedded in the Kenya Water Institute’s training curriculum. WaPOR, built with FAO and the IHE Delft Institute for Water Education, performs similar work across 13 countries through nationally owned knowledge hubs.

The Numbers Behind the Case

Women make up 41 percent of the world’s agricultural workforce globally, rising to as high as 70 percent in regions such as South Asia and sub-Saharan Africa. Speaking at a Stockholm session marking the International Year of the Woman Farmer, Nancy Kavazanjian, a crop farmer from the United States, argued that financing, technology and training reaching women should be a precondition for resilient food and water systems, not an add-on.

Looking Ahead to Abu Dhabi

IWMI frames Stockholm as part of a longer process rather than a standalone event, built around four priorities: reliable water intelligence and data coherence; water as the foundation of resilient food systems, livelihoods and economic growth; stronger pathways for global water cooperation; and gender-transformative inclusion woven through each priority rather than layered on top.

The organization argues that governments should use the period leading up to December to invest in institutions and data systems that make water governance accountable, gender-responsive and inclusive — and use that foundation to reform water allocation, not just monitoring. Funders and multilateral partners are urged to de-risk and scale investments in water infrastructure while backing locally-led, gender-responsive institutions capable of surviving past the pilot stage. Private sector and technical partners are called on to help scale digital and AI tools already proving effective in the field, on the condition that women, marginalized communities and underserved regions gain access early rather than last.

Conclusion

IWMI’s message heading into Abu Dhabi is that the evidence and tools needed for effective water governance already exist — what remains is building the accountable institutions, coherent water intelligence, whole-cycle planning, sustained investment in water for food, and gender-transformative leadership needed to turn them into lasting change. The organization frames the 2026 UN Water Conference not as an endpoint, but as a milestone in building a more inclusive and durable global water architecture — one intended to sustain political attention and connect global commitments with national and basin-level delivery through 2027, the 2028 UN Water Conference, and beyond toward 2030.
