Islamabad: September 01, 2026 — Federal Minister for Climate Change and Environmental Coordination Dr Musadik Masood Malik on Tuesday called for scaling up groundwater recharge initiatives in Islamabad to address the continued decline in the city’s groundwater reserves.
Addressing an event titled “Protecting Islamabad’s Aquifers” at the USEFP Auditorium, the minister said around 200 recharge wells had been constructed in the capital as an important pilot initiative that needed to be expanded.
The Global Water Crisis
Islamabad’s struggle with declining groundwater reserves mirrors a challenge playing out across much of the world. Rapid urbanization, population growth, climate change, and unsustainable extraction have combined to put unprecedented pressure on freshwater and groundwater systems globally. Aquifers that took centuries to form are being drawn down far faster than natural recharge can replenish them, a pattern documented from major cities in South Asia to the arid regions of the Middle East, North Africa, and parts of the United States.

Dr Musadik said the estimated increase in the water table resulting from the recharge interventions was 0.4 millimetres, compared with a decline of around 1.5 metres — a gap that underscores how far current efforts remain from reversing the trend. He stressed that recharge efforts needed to be expanded sufficiently to reduce groundwater depletion and eventually reverse the declining trajectory, describing the recharge-well initiative as an important achievement but not, on its own, the final solution.
The minister also pointed to the need for improved management of both surface and groundwater following recent heavy rainfall in the capital, noting that around 200 millimetres of rainfall had been recorded in Islamabad. Referring to subsequent flooding, he said several areas had been affected and that relevant authorities and organisations had been directed to respond to the situation.
On water quality, Dr Musadik expressed concern and noted that treatment facilities were operating in Rawalpindi and Islamabad, helping to reduce contamination in treated water, while stressing the need for continued attention to water quality standards. He also raised the issue of delays in establishing an additional water treatment plant, saying the project had remained pending for several years despite repeated tendering — a pattern of delay, he added, that was not unique to the Capital Development Authority (CDA) but could be observed across government departments. He noted that progress had recently been made, with the tendering process now under way.
The minister further discussed the importance of protecting Pakistan’s water interests through international treaties and legal mechanisms, saying respect for international agreements was important for maintaining stability and protecting the rights of countries dependent on shared water resources. He said Pakistan would continue to protect its water interests and stressed the importance of a rules-based international system.
Dr Musadik said the Ministry of Climate Change and Environmental Coordination had established a Clean Environment Fund, which would involve private-sector participation and due diligence to support environmental initiatives, adding that the government wanted to encourage innovative approaches and greater private-sector involvement in addressing environmental challenges. He also voiced support for legislative measures to promote groundwater recharge in new communities, housing schemes, and on rooftops, saying protecting water resources was essential for safeguarding communities and ensuring sustainable water availability.
